Fix & Paint Program

The Fix and Paint Program (also known as the Deferred Home Improvement Loan Program) provides matching deferred loans for permanent interior or exterior home improvements to qualified residential properties through the Center for Energy and Environment. Homeowners may be eligible for a low interest loan for their match. For more information, call the Center for Energy and Environment’s Lending Center at 612-335-5884.

Eligible Properties

Residential 1–4 unit properties within the boundaries of the Sheridan Neighborhood. Individual owners of condominium and townhomes are eligible. Applicants must be current on all mortgage payments and Hennepin County property tax payments.

Income Limitation

There is no minimum or maximum income limit.

Minimum Loan Amount: $2,000

Maximum Loan Amount: $10,000

Maximum financing amount is $10,000 per household from 1998–present. For example, if a household received a $4,000 grant from the NRP Deferred Loan and Grant Program, that household, at the same address, could receive another deferred loan, but it could not exceed $6,000. If you have received a total of $10,000 from this program from 1998 to present, you are ineligible.

Interest Rate: 0%

Deferred Loan Term: Five Years

If the property ownership transfers*...
- Within the first year, 100% of the loan must be repaid.
- Within the second year, 80% of the loan must be repaid.
- Within the third year, 60% of the loan must be repaid.
- Within the fourth year, 40% of the loan must be repaid.
- After the fifth year, repayment of the loan is forgiven.

*This includes remortgaging your home.

Emergency Repairs Program

The Emergency Repairs Program (also known as the Emergency Grant Program) provides grants for emergency home repairs to qualified residential properties through the Center for Energy and Environment. An emergency is defined as an imminent condition that makes a house uninhabitable, dangerous to the occupants, or is capable of causing severe health problems. Repairs that will remedy such emergency repairs are eligible. A preliminary inspection is required for this grant.

Eligible Properties

Residential 1–4 unit properties within the boundaries of the Sheridan Neighborhood. Individual owners of condominium and townhomes are eligible. Applicants must be current on all mortgage payments and Hennepin County property tax payments.

Income Limitation

No Maximum Income Limit, but if household income is over 110% of Area Median Income based on most recent Tax Return the applicant must NOT be eligible for any other program administered by CEE.

Minimum GRANT Amount: $1,000

Maximum GRANT Amount: $5,000

Maximum financing amount is $5,000 per household from 2020–present. For example, if a household received a $1,500 grant from the Emergency Grant Program, that household, at the same address, could receive another emergency grant, but it could not exceed $3,500. If you have received a total of $5,000 from this program from 2020 to present, you are ineligible. If you have received funds from a different program (such as Fix & Paint), those funds do not affect your ability to receive Emergency Repairs funds.
