Aid for Ukraine
As Russia's invasion of Ukraine continues, a humanitarian crisis is unfolding that is turning millions of people into refugees, many of them children.
Here are some resources to donate to the relief efforts for the Ukraine:
Ukrainian American Community Center
The UACC, a Twin Cities organization founded by Ukrainian immigrants in 1946, has curated a list of links where you can donate to support Ukrainian soldiers, hospital workers, refugees and children.

UN Refugee Agency provides life-saving protection for families forced to flee their homes in Ukraine.
Ukraine Ministry of Defense: Funds will be used for humanitarian support for Ukraine's armed forces that includes logistical and medical support. Money will go directly to the agency's bank account. For more information go to ukraine.ua.
Medical supplies: Razom for Ukraine provides tactical training and medical supplies. In an update, the organization said it is purchasing supplies from the United States and Europe because Ukrainian suppliers ran out of gear and medical supplies. For more information go to razomforukraine.org.
United Help Ukraine is providing lifesaving first-aid kits to the front lines. The organization also helps the families of those wounded or killed in war and gives support to displaced people from Crimea and eastern Ukraine. For more information go to unitedhelpukraine.org.
Sunflower of Peace is raising funds for first-aid medical backpacks for paramedics and doctors on the front lines. Each backpack has the ability to save up to 10 lives, according to the organization. For more information go to facebook.com/sunflowerofpeace.
Ukrainian Red Cross Society: Volunteers and staff provide first aid in areas where medical access is limited. Funds will be used to support those in need, blood collection, mobilization of volunteers and resources and emergency activities. For more information go to redcross.org.ua/en.
Help for children: UNICEF is ensuring Ukrainian children have access to safe water, nutrition, health care, education and protection during the invasion. For more information go to unicefusa.org/helpukraine.

Mask Mandate Lifted
Minneapolis and St. Paul lifted their indoor mask mandates Thursday, February 24.
Both mayors will continue to require face coverings in buildings owned or operated by the cities. Businesses can implement their own rules, and the mayors in both cities said they are still encouraging people to use masks.

Updated hours for City’s Behavioral Crisis Response teams
The City’s Behavioral Crisis Response (BCR) teams are now operating 24 hours a day, Monday through Friday. The teams are part of a pilot project led by the City’s Office of Performance and Innovation with Canopy Roots serving as the provider.
The teams launched Dec. 13, 2021 as a new first response that provides crisis intervention and connection to support services. They initially operated Monday through Friday from 7:30 a.m. to midnight.
Two mobile units operate throughout Minneapolis. Each has a team of two behavioral health responders and outreach supplies, such as water, socks, snacks and toiletries. Minneapolis 911 dispatches the responders. The teams can’t be called directly by residents.
The response teams are an alternative to police response. The Minneapolis Police Department will only be on scene if dispatch determines the need to clear the scene first or the response teams request assistance to complete their work.
People having a behavioral crisis or reporting one should continue to call 911 for help. 911 dispatchers will gather information and determine if the incident is eligible for a mobile behavioral health team response. The teams will not respond to incidents involving firearms or violent behavior. MPD can request the assistance of the Behavioral Crisis Response Teams to complete their work as well.

Minneapolis Lifts Vaccine Mandate
Effective immediately, the Cities of Minneapolis and Saint Paul are rescinding emergency regulations requiring people entering food and drink establishments to show proof of COVID-19 vaccination or a negative test. The end of the mandate comes as COVID-19 cases and hospitalizations are trending downward.
Businesses who wish to continue with their own vaccine or testing requirements may continue to do so.
Mask mandates for city-licensed businesses will stay in place for now.

Minneapolis Suspends No Knock Warrants after Amir Locke Killed
Minneapolis Mayor Jacob Frey has imposed a moratorium on both the request and execution of no-knock warrants in the City of Minneapolis after extensive protesting.
Minneapolis city leaders want Mayor Jacob Frey to end the use of no-knock warrants, not just put them on pause.
The mayor on Friday announced a “moratorium” on the practice following the police killing of Amir Locke, 22, during a raid last week. The hold on no-knock warrants stays in place while the city, Minneapolis Police Department leaders, and outside experts requested by the city examine how the serving of warrants should be changed.

Redistricting Update
There have been some changes to the redistricting maps and Sheridan has been moved back to Ward 3. Let your voice be heard. Which Ward do you think Sheridan belongs in?
After every federal census, the Minneapolis Charter Commission is required by Article II of the City Charter to redraw the boundaries that make up the 13 City Council wards and the six park districts. The Commission and its committees have held public meetings since early last year to create and communicate the new maps. The City Clerk’s Office and other City departments have provided administrative and technical support for the redistricting project. Links to the proposed maps are below:
The new boundaries were drawn with the goal of making the populations equal, while minimizing changes to the existing boundaries and considering communities of interest wherever possible. The primary goal of redistricting is ensuring fair political representation – “one person, one vote.” The Charter Commission is scheduled to approve the maps at its meeting on March 2.
Article II of the Charter also requires inviting comments from each neighborhood organization recognized by the City Council before two of the four mandatory public hearings. The final hearings are scheduled for
Wednesday, February 9 at 7:00 pm, and
Thursday, February 24 at 4:00 pm.
The hearings are public and can be watched in real time on the City's website, the City's YouTube Channel, or on Comcast channels 14 or 799.
Those wishing to speak at the hearings can register at the City’s website.
Interested parties can also make comments about the maps for the public record or remap your district.

Minneapolis Vaccine Mandate
Starting Jan. 19 anyone entering an establishment that serves food or drink in Minneapolis must show proof of being fully vaccinated against COVID-19 or having a negative test taken within three days.
